Combine and sift all the dry ingredients in a bowl.
Add-in the beaten egg, milk, and cooking oil together and pour into the dry ingredients. Then mix with hand to form a dough.
Divide the dough into 2 equal portions.
Form it into a log and flatten it using a rolling pin. Then cut the dough vertically.
Roll each piece into a thin-rope. Roll both ends into opposite direction to twist. (You can do it again to make a double twist, if you like.)
Fry the pilipit until light golden brown. Drain and set aside.
For the sugar syrup, put sugar and water in a saucepan.
Let it simmer and then toss-in the pilipit over the sugar syrup until it dries.
